Coos Health & Wellness Welcomes Jeffery K. Blackwell as Executive Director

Coos Health & Wellness is pleased to welcome Jeffery K. Blackwell, MHA, FACHE, as Executive Director. Mr. Blackwell brings more than 25 years of progressive leadership experience across healthcare systems, public health programs, community wellness initiatives, and military medical organizations.

Mr. Blackwell is Board Certified as a Fellow in the American College of Healthcare Executives (FACHE). He returns to Oregon, where he grew up, after a career serving communities across the United States and overseas. He is proud to bring that experience home and serve the people of Coos County and the Oregon coast.

Before joining Coos Health & Wellness, Mr. Blackwell held senior healthcare leadership positions in Houston with Harris Health System and worldwide with the U.S. Army. His military healthcare career included service as a Chief Financial Officer, Chief Operations Officer, and Chief Executive Officer, along with leadership assignments in major military medical systems in the United States and overseas.

Throughout his career, Mr. Blackwell has led organizations through complex operational, financial, and public health challenges. His experience includes improving access to healthcare, strengthening population health initiatives, leading emergency preparedness and pandemic response, developing community partnerships, supporting workforce development, and improving organizational performance.

Mr. Blackwell holds a Master of Healthcare Administration from Baylor University through the Army-Baylor program, a Master of Military Art and Science in Homeland Security from the U.S. Army Command and General Staff College, and a Bachelor of Science in Sports Medicine from Brigham Young University.

His leadership philosophy centers on treating people with respect, continually improving the organizations we serve, and leaving things better than we found them. He believes that consistent, incremental improvement can create meaningful and lasting change for organizations and communities.

As Executive Director, Mr. Blackwell looks forward to working alongside Coos Health & Wellness staff, community partners, healthcare providers, local leaders, and residents to strengthen services and help build healthier communities throughout Coos County.
